<p>LONDON (Reuters) &#8211; Turkey&#8217;s bold new interest in Somalia should be an example to other donor nations to give infrastructure projects as big an emphasis as traditional aid, a top Somali businessman said.</p>
<p>Turkish Prime Minister Tayyip Erdogan visited Somalia in August, the first non-African government leader to do so for nearly 20 years. The Turks have since opened an embassy, started work on the international airport, offered Somalis university places in Turkey and made plans to build a new hospital.</p>
<p>Abdirashid Duale, arguably Somalia&#8217;s most influential businessman, says several legitimate sectors of the economy are thriving, and a can-do merchant elite can help bring peace by building badly needed roads and airports and providing jobs.</p>
<p>All that is needed are outside investors who can see economic potential in what is often dismissed as a failed state, and Turkey is ahead of the pack in exploring ways to engage economically, said Duale, chief executive of Dahabshiil, an international money transfer business.</p>
<p>&#8220;I think the Turkish have changed the (development) environment, they&#8217;ve changed the landscape. They want to invest,&#8221; he told Reuters in an interview.</p>
<p>&#8220;The Turkish business communities are going to Mogadishu and I&#8217;d love to see Turkey going to all the other Somali-speaking regions such as Somaliland and Puntland,&#8221; he said, adding that he thought Western powers were overly &#8220;cautious&#8221;.</p>
<p>His comments echo those of Western officials who say they admire the ability of Turkish donors and businessmen to operate in areas of Somalia seen by Europeans as excessively risky.</p>
<p>The need for a new approach to foreign help is urgent, many agree. Humanitarian and development aid to Somalia since civil war engulfed Somalia in the 1990s amounts to $13 billion, including the cost of housing Somali refugees in other countries, according to a September 2011 joint report by the One Earth Foundation and the Center for American Progres.</p>
<p>Another $7 billion has gone on military responses, diplomacy and counter-terrorism, says the report. It notes nevertheless that Somalia&#8217;s &#8220;cycle of conflict and despair&#8221; remains unbroken.</p>
<p>Dahabshiil is one of number of companies that have thrived despite paying huge costs for private security. These include success stories in livestock, agriculture, aviation, construction, port management, communications and hotels.</p>
<p>LONDON CONFERENCE</p>
<p>Speaking to Reuters at a branch of his global money transfer network in the east London district of Whitechapel, Duale says the resilience of Somalia&#8217;s astute commercial class is all too seldom recognised by international gatherings on Somalia such as one on Thursday in London aimed at plotting a path to peace.</p>
<p>Business is absent from the To Do list posted online by organisers of the multinational meeting, where politicians and diplomats including U.N. Secretary-General Ban Ki-moon and U.S. Secretary of State Hillary Clinton will discuss the politics of Somalia&#8217;s two-decade old crisis.</p>
<p>Duale suggested the omission was regrettable.</p>
<p>&#8220;The London conference is not talking about investments, it&#8217;s not talking about those who are trying to help themselves,&#8221; he said. &#8220;I&#8217;m suggesting they have to work with the business community, those who have a reputation inside, on the ground, someone who Somali people can relate to.&#8221;</p>
<p>The meeting&#8217;s British organisers say they have noted Turkey&#8217;s new prominence and will encourage Ankara and other new donors to pursue their more adventurous approach.</p>
<p>Erdogan&#8217;s visit was an example of the growing influence of non-Western donors in African and Asian development efforts, where countries such as Turkey and Qatar are bringing fresh funds, a different mindset and their own experience of managing natural disasters to the humanitarian scene.</p>
<p>&#8220;You need roads, airports, infrastructure. That&#8217;s where the international community can help,&#8221; Duale said. &#8220;If you have weak infrastructure, things take longer. Farmers cannot travel, traders cannot do business on time. If investors work with businesses, these things become possible.&#8221;</p>
<p>Traditional Western donors who sometimes find it dangerous or difficult to work in areas infested with armed gangs instead &#8220;should start with what works, and emphasise the positive&#8221;.</p>
<p>Dahabshiil is the conduit for most of the estimated $1.6 billion in remittances that flow into the country from the diaspora annually. Founded by Duale&#8217;s father Mohamed in 1970, Dahabshiil says it employs more than 5,000 people across 150 countries and is the largest money transfer business in Africa.</p>

			<content:encoded><![CDATA[<p>21 February 2012 – The world’s largest refugee camp – the Dadaab settlement in eastern Kenya – set up to host tens of thousands of people who fled Somalia following the 1991 collapse of the government and the ensuing civil war-related humanitarian crisis is marking its 20th anniversary with the population having grown exponentially, the United Nations refugee agency said today.<br />
The original three camps in Dadaab – Ifo, Dagahaley and Hagadera – were established by the UN High Commissioner for Refugees (UNHCR) between October 1991 and June 1992 to host up to 90,000 people. They are currently home to more than 463,000 refugees, including some 10,000 third-generation refugees born in Dadaab to refugee parents who were themselves born there.</p>
<p>During last year’s famine in Somalia, arrival rates frequently exceeded 1,000 people a day, UNHCR spokesperson Andrej Mahecic told reporters in Geneva.</p>
<p>About 30,000 people arrived in June, 40,000 in July and 38,000 in August last year, placing additional strain on services. Local authorities and UNHCR and partners managed to address the influx by establishing reception centres and rapid response assistance for new arrivals.</p>
<p>The agency, the Kenyan Government and other relief organizations have been providing protection, shelter and humanitarian assistance, often under difficult and complex circumstances. Chronic overcrowding, risk of disease, and seasonal floods are among the challenges.</p>
<p>On the 20th anniversary, UNHCR is renewing its appeal to the international community to ensure continued support to the approximately one million Somali refugees in the region, and to Kenya and the other countries hosting them.</p>
<p>The past two decades have also underlined the need for the restoration of peace in Somalia so that the refugees can have a prospect of going back.</p>
<p>The situation at Dadaab is currently extremely challenging. The kidnapping of three aid workers late last year and more recently, the killing of two refugee leaders and several Kenyan policemen, as well as threats against humanitarian staff have forced UNHCR and its partners to rethink the way relief is delivered.</p>
<p>“Life-saving assistance such as the provision of food, water and health care never stopped and has always been our priority,” said Mr. Mahecic. “In addition, schools run mostly by refugee teachers have been open and managed to conduct Kenyan national exams at the end of 2011 despite the insecure environment.”</p>
<p>Humanitarian agencies have since the end of last year looked at various ways to resume activities, using different methodologies and most importantly, shifting more responsibilities to the refugee communities.</p>

They like to talk in the dimmed light of the Food Palace, a Somali cafe in west London. As daylight recedes, men of a certain age sip coffee, nibble on finger dishes or grapple with big round plates of rice and lamb, all the while bouncing opinions back and forth. Much to talk about this week, as William Hague and the government embark on their grand diplomatic scheme to save Somalia, with an international conference involving heads of state from 55 countries.</p>
<p>All very good, says the cafe talk. About time for the seemingly endless war and the issue of Somalia to be discussed at the highest level. But at the same time, there is another question; what about the fate of Somalis here? A question David Cameron explored with leading figures in the UK Somali communities at No 10 on Monday.</p>
<p>The strands are interwoven, for sure. No one questions the contention that if things were stable in Somalia, there would not be so many Somalis in the UK. But the domestic issue is also distinct, and many would argue it requires domestic solutions. Somalis have lived here for hundreds of years, a consequence of a shared tradition of seafaring. They adopted port cities. Somali seamen are said to have fought in the battle of Trafalgar. But as a group, they still struggle to find their way. &#8220;We get attacked because we are Muslim, and attacked because we are black, but black people won&#8217;t support us,&#8221; says Sabra Mohamed, the 21-year-old manager of Nomad, the &#8220;UK&#8217;s No 1&#8243; Somali station. &#8220;We always have that debate; are Somalians black?&#8221; The young live and go to school in mixed communities, but find there is no immediate affiliation, she says. &#8220;The indigenous population says we&#8217;re black. And then the black kids will say &#8216;you&#8217;re not black – you&#8217;re Mali&#8217;.&#8221;</p>
<p>Thus isolated, they seek to progress.</p>
<p>Three groups populate Britain&#8217;s Somali communities. One group, mostly from the-then British colony of Somaliland, put down roots here long ago, in places such as Liverpool, Cardiff, and London&#8217;s Docklands. Somalis were targeted in race riots in Cardiff in 1919.</p>
<p>Others arrived during the second world war and stayed. A second group fled directly to Britain to escape the civil war, mainly between 1991 and 2001. A third group has arrived via other European countries such as the Netherlands, Denmark and Sweden. Newer communities have settled in towns and cities such as Milton Keynes, Slough, Northampton, Southampton, and in London, notably Ealing, Tower Hamlets and Newham.</p>
<p>Different paths result in different perspectives. Much, not least clanship, sets the different groups apart. What is their number? No one really knows. The census in 1991 counted 43,515 Somalis in the UK, but no one thought that an accurate figure even then. The rise since has been exponential, but there are worries that even the most recent census won&#8217;t provide an accurate snapshot. Many unsure of their status were reluctant to get involved, and some, traumatised by officialdom back home, fear engagement with government.</p>
<p>The Office for National Statistics employed a Somali in the hope of overcoming these obstacles, but no one expects anything but partial success.</p>
<p>&#8220;We have a best guess but there are no facts here,&#8221; says Omer Ahmed, director of the Council of Somali Organisations, sipping cappuccino at the Food Palace. &#8220;The best estimate I have seen was the figure recently mentioned in parliament; 350,000. Many say 1 million. We don&#8217;t really know about the flow from Sweden, Denmark and Holland in the last five to seven years. And the area that is never really understood is the growth in the Somali population internally. The average family size is quite large. If you go back to 2001 and look at the nationality of people looking to become British citizens, 21% were Somali.&#8221;</p>
<p>Ahmed, a lawyer, says numbers matter. Communities inadequately assessed miss out on social provision, and struggle in terms of education, jobs and housing. A 2009 report by the Department of Communities and Local Government found that &#8220;Somali-born migrants have the lowest employment rate of all immigrants in the UK. Levels of education within the community are also low, with 50% having no qualifications and only 3% having higher education qualifications.&#8221;</p>
<p>In their isolation, Somali communities strive to tackle these issues. They need a voice. They are only just beginning to find it. &#8220;People are getting politically active,&#8221; says Ahmed. &#8220;Ahmed Omer was the first Somali mayor, in Tower Hamlets. We have four councillors in London. We are very proud of them. But that number is still shockingly low.&#8221; It doesn&#8217;t help, he says, that culturally, many Somalis have a suspicion of hierarchy. &#8220;The equality culture says every man is his own president.&#8221; The CSO, which speaks on behalf of 30 organisations, took four years to establish. And under-represented communities face real problems. The DCLG research spoke of &#8220;Somalis becoming caught in a cycle of depression, isolation and poverty&#8221;. Too many, it said, turn to qat, a natural, plant-based stimulant. &#8220;Many Somalis are also affected by stress, anxiety and loss of self-esteem due to being relegated from a position before the civil war where many had properties, jobs and were financially well-off, to the lowest strata of society in the UK.&#8221;</p>
<p>Focus groups voiced worries about young and old. Demotivated elders; young people drawn to antisocial behaviour and crime. Ministers worry that the vulnerable are ripe for religious radicalisation and worse.</p>
<p>But that&#8217;s far from the whole story, says Sabra Mohamed, supervising her radio station&#8217;s output of news and sport and music and debates, a mix leavened with regular shows on culture and fashion. Anything but politics – too contentious. Young Somalis present most of the programmes and comprise most of the 75,000 listeners. Progress is slow, she says. But it is progress.</p>
<p>&#8220;Most Somalis I know are going to university, getting their masters, becoming successful business people. Our parents have pushed us. It has given us a certain drive,&#8221; she says. They could do even better, she adds, but all the while they are fighting negative perceptions – the Somali as benefit claimant, gang member, terrorist, piracy supporter, low achiever. That problem is exacerbated by events here and abroad. Stories about piracy and the activities of the militant group al-Shabaab, which has twinned with al-Qaida, take their toll.</p>
<p>The London bombings of 2005 didn&#8217;t help. Two weeks after the murderous attack on the tube, a second atrocity was averted when devices failed to detonate. The botched attack involved two Somalis. &#8220;The bombings caused real panic,&#8221; said Omer Ahmed. &#8220;There was a massive focus on us and people didn&#8217;t know what to do. What came out was the realisation that we couldn&#8217;t keep responding to crisis without having the capacity to do so.&#8221;</p>
<p>A negative perception, he says, begins to fuel a negative self-perception. &#8220;There is an urban legend that 40% of the young men at Feltham young offenders institute are Somali. The way people think drives their behaviour.&#8221; For all that, the fate of young Somalis in the criminal justice system should be a priority for government, he says. &#8220;Twenty years ago, the problem was perceived as Jamaican yardies. Now it is those out of control Somalian gangster kids. Over the years, one black monster is replaced by another.&#8221;</p>
<p>The media plays a part, according to Sabra Mohammed. &#8220;One person does something wrong and that becomes our image. I have never seen an article about us that was positive. Our listeners hate the Daily Mail.</p>
<p>&#8220;It is so one-sided. You feel that all the while you are having to provide extra proof that you are here and educated and don&#8217;t milk the system. You hear all about the ones who go to prison; nothing about those who open businesses and all the internet cafes. It is so frustrating.&#8221;</p>
<p>If there is external pressure, there is also internal discussion about the way young Somalis mould their identities in modern Britain. &#8220;The older generation worry that the culture is being diluted. But just because someone is successful and the director of a company doesn&#8217;t mean they are not cultural.&#8221;</p>
<p>Tradition endures, to good and bad effect – witness the debate about qat, which some want banned. Witness discussions about female genital mutilation, which is illegal here. Figures here say it is largely shunned outside Somalia itself. The tradition is largely conservative. Parents whose sons go to prison often disown them. Reputation and pride matters. Recently three Somali girls in Leicester escaped jail after attacking a white English girl in the city. They told the court they were drunk, and that as Somalis unaccustomed to drinking, they deserved leniency.</p>
<p>The court was sympathetic. The community, says Sabra, anything but. &#8220;Not only did they embarrass us, they were drinking. They are pariahs more or less. I don&#8217;t know how they are going to redeem themselves. Many listeners said they should have gone to prison. We are our harshest critics.&#8221;</p>

<p>TABDA, SOMALIA &#8212; An 80-year-old Somali woman fondly recalled her younger days. There was peace in Somalia then, and people in this town of Tabda in the arid scrublands of the country&#8217;s south did not rely on the mercy of others for food.<br />

<p>Khadra Muhamud Aden says food supplies to the area are running low because fighting between Kenyan troops and the al-Qaida-affiliated Somali militant group al-Shabab is blocking food from both the Kenyan border and the Somali port of Kismayo.</p>
<p>Officials said Somalia&#8217;s south is now in the beginning stages of a humanitarian crisis because they are not getting the needed supplies, and they urged more relief agencies to step in.</p>
<p>&#8220;We want the al-Shabab out of here for good. Life used to be so good. We used to have peace, could sleep at night. Now every day there are gunshots at night. Now when you sleep with fear because al-Shabab can come into your home and kill you,&#8221; Aden said</p>
<p>The Kenyan army blames al-Shabab for the blockage, and says that it is also slowing the army&#8217;s advance toward Kismayo. Instead of fighting forward against the militants, troops are delivering food aid to those in need in an attempt to win favor in areas that were controlled by al-Shabab until recently. The Kenyan military knows that without winning over residents like Aden its troops will soon be seen as invading occupiers.</p>
<p>Kenya sent hundreds of troops into Somalia in October to pursue al-Shabab militants whom it accuses for cross-border attacks and the kidnapping of ten Kenyans and four Europeans, which threatened to destroy Kenya&#8217;s tourism industry, a key source of revenue for the economy.</p>
<p>Kenyan Lt. Col. Jeff Nyaga said the army needs help to meet the humanitarian needs of the people in the towns that now controlled by the army.</p>
<p>&#8220;Before Kenyan Defense Forces came in most of the goods were coming from Kismayo. But as a punishment to their own people al-Shabab have not been allowing some of these goods to come from the port of Kismayo, precipitating a crisis,&#8221; said Nyaga, who is leading operations in Tabda and the surrounding areas.</p>
<p>Nyaga said some local aid groups have been supplying relief food, but that it has not been enough, and that international relief agencies are needed. Most international aid groups don&#8217;t operate in southern Somalia because of safety concerns. He said piracy problems off Somalia&#8217;s coast are also affecting international shipping lines.</p>
<p>Brig. Johnson Ondieki, the head of the Kenyan ground force in Somalia, said the military&#8217;s priority is to ensure that al-Shabab does not return to areas that Kenyan forces have secured.</p>
<p>&#8220;Time is not important to us, the most important thing is how best we can make secure the areas we have liberated,&#8221; said Ondieki.</p>
<p>Ondieki said that the Kenyan troops are fighting a militia that can melt into the population and re-emerge when Kenyan troops move forward.</p>
<p>&#8220;Our intention is to pacify, allow the political structure to take place and after the political structure takes control we will be able to proceed with our mission. And our mission remains to proceed up to Kismayo,&#8221; Ondieki.</p>
<p>Ondieki said Afmadow, the second biggest town under al-Shabab control, was within reach of the Kenyan forces and that they can capture it soon. He said al-Shabab has been weakened after suffering heavy losses from Kenyan air and ground attacks.</p>
<p>Meanwhile, the Somali government said that Ethiopian and pro-government troops seized two villages near the militant-held strategic town of Baidoa, the former Somali parliament seat. Mohamed Mohamud Sheikh Ibrahim, Somalia&#8217;s deputy prime minister and agriculture minister, told a news conference in Mogadishu that troops would capture Baidoa by Friday.</p>
<p>Baidoa is a major bases for al-Shabab.</p>
<p>Residents in one of the two captured towns &#8211; Yurkud &#8211; said they saw tanks and trucks carrying Ethiopian troops arrive after a brief gun battle with al-Shabab fighters who vacated the village.</p>
<p>&#8220;Ethiopian troops are here now, al-Shabab have left few hours ago,&#8221; Yusuf Ali, a resident in the village, said by phone. &#8220;Most of the residents fled because fears of fighting in the village, but the situation is quiet now.&#8221;</p>
<p>Residents in Baidoa said that bearded, masked men shut down businesses and ordered residents to join them, indicating military pressure is looming. Teenagers were reported to be conscripted.</p>
<p>&#8220;Most of the businesses were closed and they took many of the town residents to the front line,&#8221; Mahad Abdi Nur, a resident in Baidoa, said by phone. &#8220;They warned that any men of fighting age who don&#8217;t enlist will be punished.&#8221;</p>
